    Examiner: Colorado Springs: Officer arrested for purchasing child pornography on the web (June 17 2011)

    On May 11, 2011 Joshua Carrier a seven-year veteran of the Colorado Springs Police Department was arrested for very shocking charges. The city announced that the officer was arrested for the crime of sexual exploitation of a child, a class 4 felony. The Internet Crimes Against Children Unit (ICAC) was tipped by a reliable source that Mr. Carrier had allegedly purchased online child pornography. When a detective searched the home of Mr. Carrier nude pictures of children were found on his personal laptop. Additional materials such as inappropriate DVD’s of children were found next to his bed ... At approximately 5:15 PM on May 19, 2011, Mr. Carrier was again arrested for sexual assault on a child by one in a position of trust. This crime is considered a class 3 felony. The arrest took place after a student from Horace Mann Elementary had seen Mr. Carrier on the news and reported an indecent act that had occurred.

    KOAA: Carrier pleads "not guilty" to child pornography charges (June 28 2011)

    Joshua Carrier appeared in court this afternoon and entered a plea in some of the charges against him. He pled not guilty to child pornography charges related to DVDs that were found in his house. In March Investigators with the Air Force Office of Special Investigations revealed to police that Carrier had been identified as purchasing child porn on his computer, and when his home was searched several DVDs were found by his bed. Carrier is also facing 78 separate counts of sexual assault on a child; he did not enter a plea today for those charges.

    Joshua Carrier, 30, now faces more than 189 counts of felony sexual assault. There were originally six accusers in the case against him. Carrier is now accused of assaulting 22 children.

    Prosecutors filed 111 additional felony charges today against a former Colorado Springs police officer accusing him of sexually assaulting at least 22 children. Joshua Carrier, a former school resource officer at Mann Middle School, now faces a total of 189 felony counts.

    When Joshua Carrier was growing up, his family didn't own any video games. While his dad focused on an Air Force career, Josh and his brother and sister tagged along with Mom as she dashed between coaching and referee jobs. "They didn't have time for video games," Renate Carrier remembered in an interview with the Independent earlier this month. "Most of our time was spent in the gym or on the field." ... She says she probably spent most of her time with Josh during his childhood and teen years, because the other kids were pre-occupied. Her daughter, the oldest, "was a brain" and read all the time; her younger son was "an athlete." Josh was no problem. "I was always reffing, so he had to come with me to the gym," she says. Baptized an evangelical Christian at age 6, he never got into trouble, she says. He didn't smoke, drink, do drugs, or run with the wrong crowd. He dated occasionally, went to prom, and pitched in when it was time to move again.

    Colorado Springs Independent: Carrier to judge: Throw out the search warrant (Aug 26 2011)

    Christopher Decker, the attorney for Joshua Carrier, the former Colorado Springs Police officer charged with 11 counts of possession of child pornography and 189 counts of child molestation, is arguing the search warrant that led to his arrest on May 11 be chucked, or at least reviewed for its propriety. That's because the warrant didn't comply with federal and state constitutional standards, according to a motion recently filed with the 4th Judicial District Court.
    • Police searched Carrier's home based on information provided by the Air Force Office of Special Investigations, which obtained information from other federal agencies engaged in a child porn investigation, for "transactions" of child porn purchases that happened "more than four years before," the motion states.
    • The motion also argues the e-mail address cited "was never linked to the defendant."
    • Nor, it says, was an IP address cited by police linked to Carrier.
    • Moreover, Detective Adam Romine's affidavit fails to state what alleged was purchased on the two dates: Jan. 7, 2007, and Feb. 23, 2007.

    One by one, parents took the witness stand in a Colorado Springs courtroom today and relayed how a former police officer strip-searched their children – sometimes to check for ringworm or rashes, and in other instances for injuries or drugs. No matter what the explanation, Colorado Springs police Officer Joshua Carrier’s exams were “creepy,” several boys told their parents. Whether Carrier’s conduct rises to the level of sexual assault is at the heart of a preliminary hearing that began Thursday

    Among the new details revealed in court were that Carrier documented some of his examinations in photographs depicting nude boys bending over. Three mothers also said they approached school officials with concerns about the checks and were assured that nothing about them was out of the ordinary.

    One mother grew emotional while describing her son’s reaction to her questions about whether he had been touched inappropriately by Carrier “He wouldn’t look at me. He wouldn’t even talk about it. He wouldn’t give me an answer.” The boy later told his father that Carrier had asked him to pull down his pants and then touched his penis.

    The mother of a boy who was searched for marijuana said she lashed out after learning that her son was made to strip and then examined.

    Judge Gilbert ruled that Carrier will face trial on all counts ... Former Colorado Springs police officer Joshua Carrier allegedly had a video camera running in his school office during sexually abusive examinations of several Horace Mann Middle School students ... During testimony Thursday morning, a Colorado Springs police detective said he found “remnants of what was a video file” while conducting a search of a laptop computer belonging to Carrier. Using a program that stitched together more than 45,000 frames, detective Rodney Curtis said he reconstructed “seven or eight” separate videos, two of which show Carrier touching a Mann student’s genitals, he testified. Several boys reacted in shock after police showed them images of what they thought were private examinations, according to two civilian police employees who conducted forensic interviews of the alleged child victims. Carrier’s computer also contained “screen shots” indicating that someone regularly visited a child pornography web site.

    • A student wrestler told KKTV that Carrier took it upon himself to check the athletes for ringworm in a way that may have gone beyond a simple concern about health. "He would actually take us into his own office one by one and touch us and look at us and stuff," said one ...
    • Testimony included a story about a student who'd headed to the office with a stomach ache. Little did he know that the nurse was gone, and Carrier was filling in. The officer allegedly checked the boy for appendicitis by examining his genitals and rectum -- which doesn't demonstrate a very keen grasp of anatomy.
    • Neither does the story of two boys who Carrier was said to have strip-searched due to suspected marijuana possession. In the process, he's accused of touching their genitals, too.

    Colorado Springs Gazette: ‘Splitting hairs’ on attorney-client privilege? (Oct 25 2011)

    While it’s probably no secret that El Paso County jail officials are generally free to listen in on inmate phone calls as they choose, recording conversations between attorneys and their clients is strictly prohibited. But that’s what happened to defense attorney Christopher Decker, who discovered four calls between him and Carrier on an audio disc that prosecutors turned over to him with other evidence in Carrier’s sex abuse case. A jail employee chalked it up to a mistake. She testified that a computer program that monitors phone calls is supposed to omit any calls to or from an attorney. She said Decker and Carrier had failed to report numbers they were using for phone conversations.

    Colorado Springs Business Journal: City attorney to ask for money to settle Carrier lawsuit (Nov 6 2011)

    Here’s the full text of a press release from Mayor Steve Bach’s office this morning.

    “On Tuesday, November 13, 2012, City Attorney Chris Melcher will propose to Colorado Springs City Council, an ordinance for a supplemental appropriation to the General Fund Administration Department in the amount of $3,400,000 for the settlement of certain litigation claims relating to Joshua Carrier. The City has received claims against former police officer Joshua Carrier and the City, alleging that Carrier sexually molested several children while he was acting as a volunteer and a police officer at Horace Mann Middle School. The requested supplemental appropriation is sufficient to settle these claims. The settlement finds will be apportioned among the claimants in full and final settlement of their claims against the City. The supplemental appropriation will decrease the General Fund.”

    ...

    $3.4 million is a lot of money – but, as the old saying goes “Sometimes you pay tuition, and you didn’t even know you were going to school.”

    Colorado Springs Independent: Cost of trauma: $13 million (Nov 10 2011)

    At least $1 million is due to each of 13 boys allegedly molested by former Colorado Springs police officer Joshua Carrier, the boys' attorney says in a letter that calls out city officials and educators by name, including former Police Chief Richard Myers and several Mann Middle School administrators. Colorado Springs attorney Rick Levinson recently amended claim notices to include the damage estimate and to identify whom he believes is culpable in Carrier's case.
