Richey was arrested on Monday in Wayne County. Investigator Sgt. Tonya Madison said the victim was 15 in 2011 when the incident occurred. Assistant District Attorney of Jones County, J. Ronald Parish said Richey's actions are inexcusable. "Anybody who gets any kind of gratification about showin' off their private parts to under aged kids is a scum bag and an idiot," Parish said.Sgt.
