"He touched her first then he grabbed her hand and made her touch him,” said Lt. Brian Baker with the Rosenberg Police Department. Police said it happened during a 7th period tutorial in his classroom and that they were the only ones in there. Days later, the teen made a public outcry. "She went to the teacher first -- the teacher went to the counselors. The counselors went to the principals," said Lt. Baker.
