    Detectives from the Metropolitan Police Department's Youth and Family Services Division, Physical and Sexual Abuse Branch, have announced an arrest has been made in connection with a First Degree Child Sexual Abuse offense that occurred in Washington, DC.

    From 2014 to 2019, the suspect engaged in sexual acts with a minor victim.

    On Thursday, March 25, 2021, pursuant to a DC Superior Court arrest warrant, 39 year-old Mark Walker, of Northeast, DC, was arrested and charged with First Degree Child Sexual Abuse.

    Dear Parents and Families of Duke Ellington School of the Arts:

    At DESA, we highly value and are committed to fostering a safe and nurturing learning environment forour students. Communicating about issues that impact our school community is critical to maintainingstrong partnerships with families.

    DESA and DC Public Schools treat any report of misconduct or allegations against students or staff withthe greatest importance. Today, I am following up regarding a statement that was issued on June 26,2020. At that time, our administration was made aware of allegations of sexual misconduct by a formerDESA employee that occurred in previous school years, some of which were already under investigation.

    When we receive such reports, we refer allegations to the Metropolitan Police Department (MPD) andthe DCPS Comprehensive Alternative Resolution & Equity (CARE) Team for further investigation. In thiscase, MPD announced on March 25, 2021, that a former DESA staff member, Mr. Mark Walker, wasarrested and charged with First Degree Child Sex Abuse. At the time of his arrest, Mr. Walker was nolonger employed at DESA, having departed the school in 2019.

    I want to take a moment to restate that we treat any report of misconduct or allegations againststudents or staff with the greatest importance. If an incident of sexual misconduct involving a studentdoes occur, we work with DCPS Central Office, MPD, and other DC agencies to follow the DCPS IncidentResponse Guidelines for School Leaders, which include the following: • Contacting MPD • Contacting Child and Family Services Administration (CFSA) • Contacting Central Office CARE TeamIn addition, DCPS has a Prevention of Student Sexual Abuse by Staff Policy that outlines the policies andprocedures that DCPS follows in addressing allegations of student sexual abuse. Moreover, the policyoutlines that DCPS staff are trained to recognize and report sexual misconduct or student sexual abuse,receive disclosures regarding sexual misconduct or abuse, and how to prevent or recognize possiblewarning signs or effects of sexual abuse.

    Lastly, I am attaching guidance for parents on how to recognize and respond to child sexual abuse. Ifyour child shares any information with you about inappropriate educator sexual behavior andmisconduct, please contact MPD by dialing 911. The DCPS CARE Team is also a resource for parents whohave outstanding concerns; the CARE Team can be reached via email at dcps.care@k12.dc.gov, byphone at (202) 442-5405, or online using the Title IX Online Reporting Form.

    Additionally, any adult interested in learning how to prevent, recognize, and respond responsibly tochild sexual abuse is encouraged to attend a free Stewards of Children® training in the community. Youcan register here.
