An Amarillo teacher is suspected of sending explicit text messages to a 15-year-old boy. The Texas Rangers are investigating 34-year-old Julie Ann Moore. She's suspected of sending dozens of sexually explicit texts to the Amarillo High School teen over a three month period. According to an affidavit, the victim told Texas Rangers he had three sexual encounters with Moore, and that half of the 100 text messages Moore sent him were extremely sexually explicit. A DPS Trooper said he saw Moore at a football game getting very close to another 15-year-old boy, hugging, sitting right next to each other, then walking off alone together.

Prosecutors say that Moore had sexual intercourse with a 15 year old in the backseat of a car during halftime of a recent Amarillo High School football game. The complaint against Moore says that she invited the boy "to come see something she had in her car." Moore then told the 15 year old to look into the car console, where he found a box of condoms. According to the complaint, the pair then drove to a nearby apartment complex and got into the back seat of Moore's car. The 15 year old boy said that Moore removed her clothing and his, then they had sex for around 10-15 minutes, before driving back for the start of the 2nd half of the football game.

AFFIDAVIT FOR EVIDENTIARY SEARCH WARRANT {Article 18.02(10), Texas Code of Criminal Procedure}
BEFORE ME, THE UNDERSIGNED AUTHORITY, PERSONALLY APPEARED THE AFFIANT HEREIN, A PEACE OFFICER UNDER THE LAWS OF TEXAS, WHO, BEING DULY SWORN, ON OATH MADE THE FOLLOWING STATEMENTS:
My name is Jamie S. Downs and I am commissioned as a peace officer by the Texas Department of Public Safety I Texas Rangers.
1. There is in Potter County, Texas, a suspected place and premises described and located as follows: Sanborn Elementary School, 700 South Roberts Street, Amarillo, Potter County, Texas. The structure is a two (2) story tan brick building, and red tile roof. The schools glass front doors face east. Said suspected place, in addition to the foregoing description, also includes all interior offices and spaces in, on, or around which suspected party may reasonably reposlt or secrete property which is the object of the search requested herein.

1. Said suspected place is in the charge of and controlled by each of the following named and/or described individuals (herein called "suspected party," whether one or more), to wil: JULIE ANN MOORE, WIF, DOB 05-06-1977, 55# XXX-XXX-XXX 5'3", 1021bs, Brown Hair, Brown Eyes. [t1] [t2] [t3] [t4]
2. It is the belief of affiant that said suspected party has possession of and is concealing at said suspected place the following property: Electronic storage devices capable of receiving or storing electrical data, including, without limitation, cellular telephones, including: AT&T cellular telephone assigned the (806) XXX-XXXX number, desktop I laptop computers, iPods, iPads, magnetic tapes and disks, floppy diskettes, hard drive data storage disks, digital cameras, memory devices that work with digital cameras, CD-ROM's, DVD-ROM's, thumb drives, all software, handwritten notes, or printed materials describing the operation of said computers, cellular telephones, hardware and software and any and all passwords found at the location that may allow access to any of the aforementioned equipment. Said property constitutes evidence that the offense described in Paragraph 4, below, was committed and that said suspected party committed the offense described.
3. Affiant has probable cause for said belief by reason of the following facts and circumstances:

On Monday, 11-24-2011, I, Ranger Jamie DOWNS, hereby known as affiant, met with Texas Department of Public Safety Highway Patrol Major X who advised he had information regarding an Amarillo Independent School District Teacher who was possibly committing the offenses of Improper Relationship between Educator and Student -PC 21.12, and Online Solicitation of a Minor -PC 33.021. X identified the school teacher as Julie Ann MOORE, W/F, DOB 0506-1977 (suspected party) who taught at the Sanborn Elementary School in Amarillo, Potter County, Texas. Affiant learned that X was familiar with suspected party and her husband Matthew Moore. X stated he had personally witnessed unusual behavior between suspected party and fifteen (15) year old Amarillo High School student Juvenile Victim 1.1 (Pseudonym assigned by Ranger DOWNS) at a recent Amarillo High School football game. X described the unusual behavior between suspected party and Juvenile Victim 1.1 as hugging, sitting next to each other during the football game, walking off together and speaking privately for a lengthy amount of time. X advised (a student) who went to school with Juvenile Victim 1.1 and who had told him (X) that other students were saying that suspected party was having a sexual relationship and exchanging sexually explicit cellular telephone text messages with Juvenile Victim 1.1 and two (2) other Amarillo High School boys. X said his daughter identified the additional two (2) juvenile males as Juvenile Victim 1.2 and Juvenile Victim 1.3 (Pseudonyms assigned by Ranger DOWNS).
On Friday, 11-04-2011, affiant met with fifteen (15) year old Juvenile Victim 1.2 who provided an audio recorded statement, detailing his sexual relationship and sexually explicit cellular telephone text messages with suspected party. Juvenile Victim 1.2 stated beginning in June of 2011, suspected party had kissed him with an open mouth on three (3) separate occasions and rubbed his penis through his pants on two (2) occasions. Juvenile Victim 1.2 stated all three (3) sexual encounters with suspected party took place within Randall County, Texas. Juvenile Victim 1.2 advised he and suspected party had exchanged approximately 100 cellular telephone text messages in the months of June, July and August of 2011, with approximately half being extremely sexually explicit. Juvenile Victim 1.2 described one (1) cellular telephone text message he received from suspected party as saying "I want to suck your dick." Juvenile Victim
1.2 said he believed suspected party had sexual intercourse with his fifteen (15) year old friend (Juvenile Victim 1.3) after he (Juvenile Victim 1.2) witnessed a cellular telephone text message Juvenile Victim 1.3's cellular telephone from suspected party saying "I didn't just use you for sex."
Juvenile Victim 1.2 and his parents voluntarily provided Juvenile Victim 1.2's cellular telephones, laptop and desktop computers to affiant in order that a forensic search of all cellular text messages could be completed by Texas Department of Public Safety Criminal Investigation Agent Dylan Dorow, who has extensive training and experience in the field of computer forensics. Agent Dorow later told affiant, that though his analySis wasn't complete, he had already found evidence of Juvenile Victim 1.2 exchanging sexually explicit text messages with an unknown person he believed to be an adult. Agent Dorow cited a retrieved text message from Juvenile Victim 1.2 to an unknown person which said "Tell me what you are about, I'm so confused. I don't know what you expect from me. Remember I'm not very experienced with anything past boob play."
Electronic evidence such as computer files and cellular telephone text messages are extremely vulnerable to tampering and destruction. Removal of the items requested above from the premises will assist in retrieving the records and items authorized to be seized, while avoiding accidental destruction or deliberate alteration. It would be extremely difficult to secure systems on the premises during the search, especially if connected by modem to internet communication sources through which destruction or alteration could result from remote locations. Seizure and removal of all computer and media capable of recording and preserving the communications in issue from the premises under the control of suspected party will be necessary to insure preservation of the evidence. Affiant will also request that the issuing magistrate approve that all property seized pursuant to the warrant requested herein be removed if necessary from Randall County, Texas to enable it to be forensically examined by experts.
Wherefore, affiant asks for issuance of a warrant that will authorize affiant and other peace officers to search said suspected place and premises for the property described above.
