    New Canaan police have arrested a church youth group leader who is accused of having an inappropriate sexual relationship with a 15-year-old boy. Police began investigating Morgan V. Frawley, 25, of Fairfield on April 23 ... Police investigated and said they determined that Frawley, and the youth were involved in a sexual relationship. “Our investigation revealed that she did commit the crime of risk of injury to a minor, but there wasn’t sufficient evidence for any other charges," Police Chief Leon Krolikowski said.

    According to police, in late April they received a report from the Department of Children and Families regarding reports that [Morgan V.] Fawley, who was a group leader at the Congregational Church of New Canaan, was having an inappropriate sexual relationship with a 15-year-old youth. After investigating, police determined that the teenage boy and Frawley were involved in a sexual relationship.

    Morgan V. Frawley, of Fairfield, surrendered to police over the weekend after she found out that a warrant had been issued for her arrest. She was charged with risk of injury to a minor and was released after posting $5,000 bond. She is due in Norwalk Superior Court on Nov. 5. But Mark Sherman, the attorney for the teenager and his family, denies that the two individuals were engaged in a sexual relationship. "The charges, or lack thereof, speak for themselves. Since the beginning of this investigation, the family has taken all steps necessary to protect my client's privacy and welfare. They are ready to put this behind them and move on with their lives."

    The boy's parents contacted officials at the Congregational Church of New Canaan after they found sexually explicit images and texts on their son's cell phone, according to New Canaan Police Sgt. Carol Ogrinc. Former church Senior Minister Harold "Skip" Masback reported the relationship to the state Department of Children and Families after he was notified by the boy's parents, interim Senior Minister Anne Coffman said. The DCF learned on April 23 about reports Frawley was having an inappropriate sexual relationship with the 15-year-old male and contacted New Canaan police that day.

    In April, the church suspended Frawley, who was 24 at the time, as a youth group leader after allegations of the sexual relationship were made, Coffman said. Frawley had been employed part-time for two years, Coffman said, but was not a church member. Frawley was a long-term substitute teacher in the Fairfield school district, Ogrinc said.

A lawyer representing the boy's family, however, said the relationship was not sexual.

    New Canaan Advertiser: Judge orders youth adviser to not contact teen (Nov 5 2013)

    Judge William Wenzel issued an order of protection in the case of Morgan V. Frawley, 25, ordering her not to have any contact with the 15-year-old, whether by phone, email or any other means. Frawley must stay at least 100 yards away from the boy at all times while the order is in effect and she cannot contact him.

    News Times: Protective order issued against Fairfield woman charged with having sex with teen (Nov 8 2013)

    The only contact with the teen that Frawley is allowed is through her lawyer, Frank Bevilacqua, if it is deemed appropriate. Otherwise, she is to stay more than 100 yards away from him and make no contact in any form with him. Frawley has not attempted to make contact with the teen since being arrested, according to Mark Sherman, a Stamford-based lawyer representing the teen.
