    Troopers with the West Virginia State Police said it started on December 6. The principal of Matewan K-8 called authorities and said Jennifer Parsons, a math teacher and soccer coach at the school, was having a sexual relationship with a 13-year-old female student. According to troopers, the principal said a previous investigation had taken place prior to her alerting authorities in regard to an alleged relationship between the victim and Parsons. The initial investigation, according to troopers, was conducted by the West Virginia Department of Health and Human Resources. During that first investigation, it was alleged that the two were writing love notes, calling each other "babe", and touching each other on various parts of their bodies, troopers said. Troopers said the principal stated that Parsons had been cleared following the initial investigation, but that the complaints continued. That's when, according to troopers, the principal alerted authorities.

    Jennifer Parsons, 32, is accused of writing love notes, kissing and inappropriately touching a 13-year-old female student. West Virginia State Police say the relationship between Parsons and the student began earlier this school year ... Parsons is being held in the Southwestern Regional Jail on a 150-thousand-dollar bond.

    Theresa Hanshaw, principal of Matewan K-8, filed a complaint Dec. 6 with State Police, alleging that [Jennifer] Parsons was having an inappropriate relationship with the student. State Police said the principal reported that a previous investigation had taken place over allegations about the teacher and the student. During an investigation by the West Virginia Department of Health and Human Resources, the initial complaint alleged that Parsons and the student were writing love notes to each other in class, called each other “babe,” and that they had been observed touching one another with their hands on various body parts. The principal said Parsons, the girl’s soccer coach, was cleared in the previous investigation, but the teacher was suspended after more complaints surfaced. The criminal complaint said troopers were told multiple students reported seeing the teacher and student pass notes in class and one student saw them kissing inside the teacher’s classroom. A soccer teammate of the girl told State Police the student and teacher sat together during bus rides to away soccer games and had been observed with their hands on each other’s thighs. State Police said further investigation revealed additional evidence the student and teacher had engaged in more inappropriate touching, including kissing and groping. The complaint said the student and teacher would burn the notes they had written to each other.

    According to the complaint, [Jennifer] Parsons was having an inappropriate relationshp with one of her 13-year-old female students. Ms. Hanshaw reported that a previous investigation had taken place due to prior complaints of an inappropriate relationship between Parsons and the victim. The previous investigation was conducted by the W.Va. Department of Health and Human Resources, with initial complaints alleging that Parsons and the victim were participating in such activities as writing love notes to each other while in class, calling each other “babe,” and that both Parsons and the victim had been observed touching one another with their hands on various body parts. The trooper also noted Parsons was the victim’s soccer coach. The complaint says that further discussion with the trooper revealed Parson was cleared after the prior investigation, but in time further complaints were made, leading to Parsons being suspended and the West Virginia State Police being contacted.
    After the complaint was filed, troopers interviewed multiple students who stated they had seen Parsons and the victim pass notes in class. One student told a trooper he had seen Parsons and the victim kissing inside Parsons’ classroom and a soccer teammate of the victim said Parson and the victim had sat in the back of the bus during rides to away soccer games. That student said while Parsons and the victim were seated together, they had their hands on one another’s thighs. The victim was interviewed by the trooper and admitted to being involved in an inappropriate relationship with Parsons, telling the trooper she began writing love notes to Parsons during the early part of the 2013 school year and that Parsons had responded and said things like she was beautiful and she loved her. The victim also gave the trooper information that verified what he had been told by the students interviewed at the school. She admitted to kissing Parsons during times Parsons provided her with transport in her personal vehicle and said the first time she kissed Parsons was in school during Parsons’ planning period. In addition, she told of spending multiple nights at Parsons’ residence, the first of which including intimate details of a night spent at a Blackberry City residence near the end of the initial investigation. The victim also said she and Parsons would burn the notes they had written to each other.

    WV Gazette: Mingo teacher sexually abused student, police say (Dec 12 2013)

    Parsons, a math teacher and girls soccer coach, allegedly began having an inappropriate relationship with the girl earlier this school year, according to a criminal complaint filed in Mingo County Magistrate Court. Child Protective Services began investigating [Jennifer] Parsons on Dec. 6 after another teacher complained that Parsons was passing love notes to the girl. The notes were passed while the teenager was in class and they referred to each other as "babe," according to the complaint. Parsons allegedly touched the girl on various parts of her body. CPS agents concluded the investigation in early December, clearing Parsons of any wrongdoing, according to the complaint.
    But this week, more complaints were made against Parsons. State Police Trooper C.A. Douglas and Trooper M. Moore interviewed the girl and several of her classmates. The girl told troopers that she and Parsons began passing notes during the early part of the 2013 school year, according to the complaint. Parsons would write to the girl, saying she is beautiful and that Parsons loved her, according to the complaint. The girl told police that she and Parsons would burn the notes to hide the evidence.

    WKYT: Mingo County middle school teacher facing charges (Dec 12 2013)

    Police say Jennifer Parsons, a math teacher and soccer coach at Matewan K-8 is accused of having a sexual relationship with a 13 year old girl. Police say additional charges are pending in the case, possibly against Parson's husband John. Officers believe the Parson's are staying in Kentucky, so the Kentucky State Police is also assisting in the investigation.
