Passionate speakers convince Carlisle School Board to change policy that would prohibit employee’s speech on political and social movements On Thursday night Carlisle School Board discussed proposed changes to their policy about how employees in the district can talk about and participate in politics. The policy in question, policy 421, has been in place in the Carlisle School District since 2006. It states that “The Board recognizes and encourages the right of its employees, as citizens, to engage in political activity. However, district property, and school time, paid for by the citizens, may not be used for political purposes when performing assigned duties.” However, one proposed change to that policy had several speakers upset.
