Harlingen, Texas, Police Department Press Release (Apr 16 2013): On March 15, 2013, the Parents of a 14 year old female Harlingen resident came into the Harlingen Police Department to file a report on behalf of their daughter. The reporting parties advised that their daughter spoke to them about an incident that occurred in the parking lot of the Cinemark 10 (located on the 600 block of North 13th St.) on March 14, 2013, between the hours of 6:00pm and 12:00 midnight. Investigation revealed that during the mentioned time period, a known male subject (identified as JUAN LUIS URBANO) had engaged in contact regarded as sexual in nature with the 14 year old female minor. Through the course of the Investigation, the Detective obtained an arrest warrant for JUAN LUIS URBANO for the Offense of INDECENCY W/ CHILD / SEXUAL CONTACT (2nd Degree Felony). At approximately 2:45am on April 16, 2013, URBANO walked into the front desk area of the Harlingen Police Department and turned himself in. URBANO was placed under arrest on the outstanding warrant, and then escorted to the Jail area for processing. URBANO was arraigned on April 16, 2013, and Bond was set at $50,000.00.
