In the letter the girl describes how Frazier initially befriended her, but over time began to make inappropriate advances toward her. “When we were in his office he would give me a hug, rub his hand on my upper leg, grab my thigh and butt,” she wrote....In an interview with the Herald-Tribune, the student said she was touched inappropriately around 10 times by Frazier and received more than 250 texts, at least half during class or at night. The student said she was in Frazier's office more than 100 times, sometimes when other students were being disciplined, and resource officers, administrators and other school employees would see her. She said one time she was seen in Frazier's office by a teacher after Frazier pulled her onto his lap, surprising her. Bradenton Herald: School district investigating misconduct allegations against Manatee High assistant football coach (Feb 7 2013) Manatee High School assistant football coach Rod Frazier is under investigation regarding allegations of misconduct with a student, according to the Manatee County School District. With the exception of a paid administrative leave notice for Nov. 15, Frazier's personnel file contains nothing related to the allegations. "He was reinstated and is at work now," Mike Barber, a school district spokesman, said Thursday. Bradenton Police Chief Michael Radzilowski said he heard about the allegations through news reports for the first time Thursday afternoon and immediately sent a detective to the school district administrative office. "I do know they had a file on the incident which a school district lawyer turned over to us and we brought it to our office to review," Radzilowski said Thursday night. "We have intentions of reaching out to the young girl and her parents to see if they will consent to an interview with us."
Herald Tribune: Coach Avoided Some Charges (July 22 2103) Those affidavits are no longer included in court documents, and it is not known why the former students chose not to go forward in the case. One of the victims who elected not to proceed claimed [Rod] Frazier "grabbed her butt" on 20 different occasions inside his school office from 2010-2012 and said he had a "groping problem," according to a Bradenton police report. She also said Frazier would get jealous if male students spoke to her and treated her as if they were in a relationship. The other woman who declined to proceed said Frazier offered to buy her a drink at a bar and restaurant in Palmetto while she was a Manatee High student in 2012 and "rubbed his hands on her lower back and buttocks" at the establishment.
NBC News: Manatee H.S. coach accused of groping (July 22 2013) He's an assistant football coach and parent liaison at Manatee High School and on Friday, the state attorney issued 10 misdemeanor charges against him. They include seven counts of battery, because of claims he allegedly touched students and fellow teachers inappropriately. The other three misdemeanors are charges of interference with the attendance of a school pupil in a school or classroom. The Bradenton Police Department's probable cause affidavit says [Rod] Frazier groped a former student's buttocks, grabbed her waist and made her sit on his lap. Another graduate says Frazier gave her long hugs, and would often wipe his hand against her buttocks. She also says Frazier asked her to put on a show for him, meaning have sex with another person and allow him to watch. It says he would often pull a student out of French class to hang around in the office. A guidance counselor says Frazier tapped his hand on her chest and bra area.
My Fox Tampa Bay: Manatee High School assistant coach under investigation (July 22 2013) A former Manatee High School student, who asked not to be identified, says Frazier tried it with her too. She told her story to Bradenton Police and to FOX 13. "My freshman year, he tried the touching, the messaging -- very sexually," she said. Investigators say Frazier also used his role as a parent liaison, or disciplinarian, at the school to pull girls from class to get them into his office, where the door was shut. He's accused of forcing one girl to sit on his lap. A teacher who walked in confirmed the incident to police. "There was always touching between him and the girls, whether it be rubbing up against one another or messaging," said the former student.
